Beaver Valley Village Subdivision

On May 10, the Planning and Community Development Committee of the County of Grey accepted Planning Report PDR-PCD-17-12, recommending conditional draft plan approval of a 16-lot Beaver Valley Village subdivision. In the opinion of the Beaver Valley Ratepayers' Association Board of Directors, the Report addresses the BVRA comments concerning groundwater protection and septic system oversight. The recommendations of the County peer reviewer have been adopted or enhanced. The specific groundwater monitoring parameters and protocol are to be determined in the Subdivision Agreement and must satisfy both the County and the Ministry of the Environment. Protecting Shouldice Wetlands

GABP and CONE (Coalition on the Niagara Escarpment) have retained professional engineer, Garry Hunter, and have been working with all parties to settle the disputes over the existing Keppel Quarry and the proposed Quarry Expansion. Mr. Hunter has been instrumental in providing a science-based approach for protecting the vulnerable Shouldice Wetlands and adjacent water users. In the case of the existing quarry the parties have agreed that the asphalt plant will be removed by December 2014. A new PPTW (Permit to Take Water) is anticipated soon from the MOE which will mitigate the dewatering process and include protocol for the storage of recycled materials.

This settlement has provided a springboard for the parties to address issues with the new quarry expansion application and discussions continue with the assistance of a facilitator from the Environmental Review Tribunal. Avoiding a full hearing represents a huge financial saving for the appellants in these appeals to the ERT. We listened to you. Last year, the Board circulated a questionnaire to all members requesting input into a variety of issues related to land use planning in the county. As a result of that input, GABP is embarking on an extensive review of our mandate.
